Population: 92M. Market spend: $728B. Are we describing a digital health innovators’ dream—or Medicaid? Increasingly, the answer is both. Medicaid enrollees are ready for digital health: Rock Health’s 2022 Consumer Adoption of Digital Health survey found 80% of Medicaid-insured respondents reported using telemedicine (identical to the 80% adoption rate among all survey respondents). Our findings corroborate other industry research, suggesting that a majority of adult Medicaid enrollees currently use digital health technologies and are interested in trying new ones.

While Medicaid’s digital innovation opportunity is clear, it’s not straightforward, due to a tangled web of state-specific regulations, confusing reimbursement policies, and the complex socio-economic conditions that many Medicaid enrollees experience. But as Medicaid’s pandemic-era enrollment provisions come to a close, digital health innovators are being called to action.
